1.0 Purpose and Mandate
Since 1946, the Waterloo Region Home Builders’ Association (WRHBA) has been the recognized leader and official voice for residential development, new home construction, and professional renovation in Waterloo Region. Our members develop communities and build over 90% of all new residential units, making the Association a major economic driver in the region. We are committed to innovation, excellence in planning, sustainable community building, and supporting the redevelopment of existing communities.
WRHBA’s advocacy framework, built on decades of structured engagement and industry expertise, enables the Association to fulfill its mandate effectively:
- Housing choice
- Housing affordability
- An adequate land supply to support the full spectrum of housing types across Waterloo Region
This mandate is clear: to champion housing choice, affordability, and an adequate land supply that supports the full range of housing types required for a growing and prosperous Waterloo Region.
2.0 Advocacy Structure and Governance
WRHBA represents its members at all levels of government and, when appropriate, collaborates with the Ontario Home Builders’ Association (OHBA) and the Canadian Home Builders’ Association (CHBA) to advance equitable and effective public policies that support housing choice, affordability, and an adequate land supply.
WRHBA’s advocacy operates within a structured framework that ensures accountability to its mandate and sector focus.
This framework is anchored by WRHBA’s Industry/Municipal Development Liaison Committees, supported by dedicated volunteers and ongoing engagement with municipal and regional partners.
3.0 Industry/Municipal Development Liaison Committees
3.1 Role and Function
The Industry/Municipal Development Liaison Committees are central to WRHBA’s mandate and government relations framework.
These committees ensure that technical and policy expertise from the residential development and homebuilding sector informs municipal decision-making. Their discussions focus on:
- Planning
- Engineering
- Construction
- Housing
- Parks and natural heritage
- Finance
- Conservation
- Other areas as required
This structure fosters informed, solutions-focused dialogue between industry and government.
3.2 Governance and Participation
To maintain integrity, professionalism, and alignment with the mandate, the following apply:
- Special-interest participation is not permitted.
- Committee positions are available exclusively to WRHBA member companies in good standing.
- Representatives must be a builder, developer, professional planner, engineer, or lawyer.
- Each member company retains its committee seat and may appoint another qualified representative as needed.
This approach ensures continuity, accountability, and the retention of institutional knowledge across committee terms.
3.3 Oversight and Compliance
The WRHBA office centrally manages all industry-related committee representative positions, including the following:
- Terms of Reference
- Member Representative Agreements
- Compliance with WRHBA governance policies and mandate expectations
All representatives shall sign a Member Representative Agreement to confirm alignment with WRHBA’s policies and governance framework.
4.0 Advocacy Principles
WRHBA’s advocacy is guided by the following core principles:
- Mandate Alignment: All positions must support housing choice, affordability, and adequate land supply.
- Sector Integrity: WRHBA represents the new residential construction, land development, and professional renovation sector exclusively.

- Collaboration: WRHBA works with municipal, regional, provincial, and federal partners to advance its objectives.
- Accountability: Committee representatives and volunteer stakeholders must adhere to WRHBA’s governance framework and representation protocols.
5.0 Advocacy Channels
WRHBA advances its mandate through coordinated engagement using multiple channels:
- Industry/Municipal Development Liaison Committees
- Formal submissions to municipal councils, the Regional Council, and provincial ministries
- Participation in working groups, task forces, technical and planning advisory committees
- Direct engagement with elected officials and senior municipal/regional staff
- Community and coalition partnerships to broaden WRHBA’s influence.
- Communications, including media engagement, member updates, council delegations, and formal written submissions.
